Authorizes the New York State Energy Research and Development Authority, in conjunction with the Department of Taxation and Finance, to develop and administer a temporary middle income home energy assistance program providing one-time supplementing grants to eligible households for home heating fuel.

Defines "home heating fuel" to include fuel oil, coal, wood, propane, natural gas, electricity, steam, kerosene, and any other fuel used for residential heating purposes.

Establishes that persons meeting eligibility standards set by the authority shall be certified as eligible to receive assistance, provided state funds are available for such purpose.

Provides that home energy assistance payments shall not be considered income or resources for any purpose under state law.

Appropriates $1,000,000 from the state treasury general fund to support the program, with the act taking effect immediately and expiring April 1, 2023.
