Amends Public Lands Law Section 19-b to authorize state aid payments to the town of New Hudson in Allegany County and special districts when the state acquires land previously under the Department of Environmental Conservation's jurisdiction.

State aid payments equal the amount of taxes that would have been levied on the land on the last assessment roll completed in the year the state acquired the property, adjusted for assessment changes but not less than the 1980 assessment roll.

Extends existing state aid provisions that previously applied only to land transferred to the state at West Valley, Cattaraugus County (formerly used by Nuclear Fuel Services, Inc.) to also cover New Hudson state lands.

First payment of state aid shall be based on assessment rolls completed in 2020 and continues annually thereafter for each fiscal year commencing on or after January 1, 1981.
