Establishes Community Choice Aggregation (CCA) programs allowing eligible municipalities (cities, towns, villages) within Long Island Power Authority service territory to collectively purchase electric and/or gas supply through competitively-procured contracts with energy service companies.

Requires all customers (residential and non-residential) to be eligible to participate with the option to individually opt-out of the program.

Directs the Public Service Commission to establish regulations by January 1, 2022 covering program administration, data security agreements, enrollment and opt-out processes, municipal collaboration options, and third-party administrator arrangements.

Requires the Long Island Power Authority to submit annual reports by March 31 each year detailing customer numbers, cancellations, complaints, commodity prices, and administrative costs.

Allows CCA programs to integrate energy efficiency and distributed energy resources into their offerings.
