Amends the election law to prohibit persons who are chairs of a political organization in their county from being appointed as or continuing to serve as election commissioners.

Maintains existing requirements that election commissioners must be registered voters in the county and enrolled members of the party recommending their appointment.

Preserves exceptions allowing election commissioners to hold certain other offices including commissioner of deeds, notary public, village officer, city or town justice, community board member, or school district trustee or officer.

Takes effect immediately upon enactment.
