Requires hospitals licensed by the Office of Mental Health, hospitals subject to public health law article 28, and correctional facilities to employ a staff member specifically trained in filing assisted outpatient treatment petitions.

Mandates that individuals being released from mental health hospitals, general hospitals, or correctional facilities who have a history of mental illness or were found to suffer from mental illness during court-ordered evaluation must be counseled on and registered with available services before release.

Directs the Commissioner of Mental Health to consult with the Commissioners of Health and Corrections and Community Supervision when implementing these requirements.

Takes effect 30 days after becoming law.
