Beginning January 1, 2023, the Department of Motor Vehicles becomes a designated agency for voter registration purposes.

Beginning January 1, 2024, voter registration expands to include the Department of Health, Office of Temporary and Disability Assistance, Department of Labor, Office of Adult Career and Continuing Education Services, county and city social services departments, and the New York City Housing Authority.

Beginning January 1, 2024, any other agency or entity that accepts applications or collects fees for government or educational services must offer voter registration, including colleges, universities, vocational schools, and municipal offices processing permits and licenses.

The Governor may designate additional agencies for voter registration purposes.

The State Board of Elections must establish agreements with designated agencies, provide written implementation instructions, and develop training programs ensuring accessibility for low-English proficiency voters.
