Prohibits the sale or offer for sale of apparel containing perfluoroalkyl and polyfluoroalkyl substances (PFAS) as intentionally added chemicals in New York State

Defines PFAS as a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom

Defines "apparel" to include clothing items for regular or formal wear such as undergarments, shirts, pants, dresses, and diapers, but excludes professional uniforms and outerwear intended for extreme conditions

Defines "intentionally added chemical" as a chemical that serves an intended function in a product component

Effective date of December 31, 2023, with authority to promulgate necessary rules and regulations before that date
