Prohibits persons, organizations, or business entities that submit permit or license applications from making contributions to officeholders or candidates with authority over the issuing governmental entity during a restricted contribution period.

Restricts contributions to political committees authorized by or under operational control of relevant officeholders or candidates, and prohibits indirect contributions through non-authorized committees.

Defines "business entity" broadly to include corporations, partnerships, LLCs, subsidiaries controlled by the entity, and family members of owners, officers, or directors.

Requires state governmental entities to provide notice of the contribution prohibition and the commencement date to permit and license applicants.

Imposes civil penalties not exceeding the greater of $10,000 or 200% of the contribution amount, and requires refunds of contributions received in violation of the law.
