Establishes annual automatic minimum wage increases effective each December 31st starting after initial phase-in periods in New York City, Nassau/Suffolk/Westchester counties, and the remainder of the state.

For New York City large employers (11+ employees) and small employers (10 or fewer), ties future wage increases to the Consumer Price Index for All Urban Consumers (CPI-U) on a national, seasonally unadjusted basis, with the commissioner publishing the new wage by October 1st each year.

For Nassau, Suffolk, and Westchester counties, implements automatic annual increases based on CPI-U inflation rates published by the commissioner by October 1st each year.

For the remainder of the state, increases the minimum wage to $15.00 by December 31, 2020, then ties subsequent increases to inflation-based adjustments using CPI-U; once the minimum reaches $15.00, all future increases follow the inflation-based formula.

Repeals subdivision 6 of section 652 of the labor law and takes effect immediately.
