Creates Article 31-A of the Labor Law establishing the "New York State Lead-Safe Renovation, Repair and Painting Act" to address lead poisoning from renovation activities in homes with lead-based paint.

Requires the commissioner to adopt regulations governing pre-renovation education, training, certification, accreditation, and work practice standards for renovators and dust sampling technicians performing work in target housing and child-occupied facilities built before 1978.

Mandates lead dust clearance testing (not cleaning verification) performed by independent inspectors, risk assessors, or certified dust sampling technicians, with clearance levels of less than 5 micrograms per square foot on floors and 40 micrograms per square foot on window sills.

Prohibits unsafe renovation practices including dry scraping, open flame burning, machine sanding without HEPA filtration, and use of certain hazardous chemical paint strippers; requires an accredited person to be on-site during all renovation work.

Establishes misdemeanor penalties and civil penalties of not less than $10,000 per violation; creates a continuing special fund from accreditation fees to cover program costs; takes effect 60 days after enactment.
