Changes the deadline for town clerks to obtain voter registration lists from the county board of elections from 23 days before a special election to 10 days before the election.

Requires town clerks to deliver the names and addresses of qualified voters to boards of registration on or before the first meeting of such boards.

Establishes that if a town board does not provide personal registration for a special town election, only persons already registered with the board of elections as of the 10th day before the election may vote.
