Allows town boards to submit propositions at general elections, special elections, or biennial town elections on their own motion, or requires submission at the next general election upon petition unless the petition specifically requests a special election.

Changes petition filing deadlines so propositions filed more than 75 days before a general election go on that ballot, while those filed less than 75 days before go on the following year's general election, or at a special election if the petition requests one (to be held 60-75 days after filing).

Modifies referendum procedures under Section 91 to align with the general election timeline, requiring petitions filed more than 105 days before a general election be submitted at that election, with similar provisions for later filings.

Eliminates references to "biennial town elections" as the default vehicle for submitting propositions in favor of the next general election as the standard submission date.

Takes effect on January 1st following enactment.
