Establishes a supplemental COVID-19 emergency rental assistance program funded by federal emergency rental assistance allocations to provide rental payment assistance to eligible tenants and landlords in New York State.

Requires the commissioner of temporary and disability assistance to implement the program within 30 days, allocating at least 35% of funds to households and landlords outside New York City during the first 30 days, with priority given to small landlords (20 or fewer units) and their tenants.

Provides assistance for rental arrears accrued on or after March 13, 2020, with eligibility available regardless of tenant income or immigration status, and allows up to 3 months of prospective rental assistance per eligible household.

Restricts evictions for non-payment of rent for households that apply in good faith, requires landlords accepting payments to waive late fees and freeze rent increases for one year, and prohibits evictions for lease expiration for 12 months after receiving assistance (with limited exceptions for buildings with 4 or fewer units).

Requires applications available online in multiple languages with phone and accommodations for hearing/visually impaired persons, and mandates monthly public reporting on program participation, eligible households served, and funding amounts through September 30, 2025, when the program expires.
