Establishes a new Veterans' Housing program requiring the Division of Veterans Affairs to provide immediate housing to any homeless veteran who requests it, without requiring sobriety, minimum income, criminal background checks, or other preconditions.

Defines three types of housing: bridge housing (temporary, maximum 90 days), service-intensive transitional housing (with case management and job training), and permanent housing, with priority given to placing veterans in permanent housing.

Mandates the Division apply federal "housing first principles" that prioritize placing homeless individuals in housing without barriers to entry, in consultation with the divisions of housing and community renewal, temporary disability assistance, mental health, and alcoholism and substance abuse.

Requires the Division to publish an annual report on its website detailing resources, plans, partnerships, data sources, and recommendations for improving housing services to homeless veterans.

Amends the Executive Law, Social Services Law, and Mental Hygiene Law to require multiple state agencies to consult with the Division of Veterans Affairs in providing housing services to homeless veterans.
