Requires state legislature approval via joint resolution for construction of any new nuclear electric generating facility before the Public Service Commission can authorize it.

Prohibits operation of nuclear electric generating facilities beyond their Nuclear Regulatory Commission operating certificate expiration date unless the state legislature approves continued operation through joint resolution.

Mandates applications for construction or continued operation be submitted at least four years before legislative approval is needed.

Requires the Public Service Commission to conduct comprehensive studies and at least three public hearings at separate locations across the state to examine long-term economic and environmental impacts, waste storage issues, closure obligations, and alternative energy sources.

Directs the Public Service Commission to evaluate nuclear facility operations under current cost-benefit analyses rather than the original cost assumptions when the facility began operations.
