Amends the Mental Hygiene Law to require the Office for People with Developmental Disabilities (OPWDD) to purchase and provide personal protective equipment (PPE) to direct support professionals, care recipients, and group home providers during a declared public health state of emergency.

OPWDD must provide PPE within 30 days of a state disaster emergency declaration and maintain supplies for at least 60 days at daily usage rates equivalent to the average daily rate used between April 19-27, 2020.

Requires OPWDD to consider clinical best practices and federal Centers for Disease Control and Prevention guidance when purchasing and distributing PPE.

Defines "damaged PPE" as masks that are soiled or difficult to breathe through, visibly soiled gowns, or visibly soiled eye protection such as goggles or face shields, which must be replaced and replenished as needed.

Takes effect immediately upon enactment.
