Establishes a New York State pilot program for community wind energy overseen by the Public Service Commission, which will authorize construction of a wind energy system installation.

Allows consumers to subscribe to the program with a one-time payment of at least $500, receiving quarterly dividend payments based on energy generated by their subscription level.

Directs the state to retain ownership of the wind energy installation and any renewable energy credits generated, with all energy sold back to investor-owned utilities at retail rates.

Requires the Public Service Commission to retain one percent of all subscriber payments to fund the original installation's capital costs, and subsequently use that one percent to fund additional wind energy installations.

Limits the maximum installation size to 2,000 kilowatts and prohibits subscriptions from being resold except to the state.
