Replaces outdated terminology "mentally retarded" with "individuals with developmental disabilities" throughout the Social Services Law in multiple sections covering public assistance, residential care, and institutional services.

Updates language in section 62 relating to public assistance for persons with mental illness or developmental disabilities discharged from state hospitals or institutions.

Modifies sections 131-o, 199, 209, 210, 365, 366, 369, and 473-e to use modernized terminology in provisions governing care facilities, payment programs, and guardianship matters.

Adds two new definitions to section 2 of the Social Services Law specifying that "mental illness" and "developmental disability" have the same meanings as defined in section 1.03 of the Mental Hygiene Law.

Takes effect immediately upon enactment.
