Repeals Part EEE of the 2021 laws establishing the excluded workers fund, which provided payments to workers ineligible for unemployment insurance who lost work-related earnings during a state of emergency.

Removes the $2,100,000,000 appropriation from the General Fund's Local Assistance Account that was designated for administering the excluded workers fund and grants to not-for-profit agencies.

Eliminates the provision allowing up to 10 percent of excluded workers fund appropriations to be transferred to other state departments and agencies for implementation purposes.

Takes effect immediately and is deemed effective as of April 1, 2021, contingent upon the same effective date as the original excluded workers fund legislation (S.2509-C and A.3009-C).
