Establishes the "Young Adult Voter Registration Act" to increase voter registration among high school students in New York.

Requires each public high school to make voter registration materials and applications available to all students and provide assistance with completing applications.

Mandates that school districts distribute voter registration forms to any student who is 17 years old or older and will be 18 by the next general election.

Requires the state education department to ensure voter registration forms from the board of elections are available in the main office of each high school and that students receive adequate notice of their availability.

Takes effect 30 days after becoming law.
