Establishes a Veterans Employment Task Force within the Executive Law consisting of 11 members, including the State Director of Veterans' Services (chair), commissioners from General Services and Labor, the State Civil Service Commission president, the Adjutant General, and representatives appointed by the Senate President, Assembly Speaker, and minority leaders of both chambers.

Task force members receive no compensation but are reimbursed for actual and necessary expenses incurred in performing their duties.

Requires the task force to hold at least two public hearings annually in different regions of the state to hear testimony from voluntary witnesses and request documents relevant to its responsibilities.

Task force must issue reports on June 30, 2023, and every two years thereafter analyzing veteran employment methods, licensing impacts, contractor programs, tax credits, municipal grants, and private sector initiatives.

The task force provisions expire and are repealed on December 31, 2025; the act takes effect 60 days after becoming law.
