Requires employers to adopt airborne infectious disease exposure prevention plans within 30 days of commissioner publication of model standards, either by adopting the model standard or creating an alternative plan meeting or exceeding minimum standards.

Mandates model standards for specific high-risk industries plus a general standard for all other worksites, covering health screenings, PPE, social distancing, cleaning, ventilation, isolation/quarantine compliance, and notification procedures.

Prohibits employer retaliation against employees who exercise rights under the standards, report violations, refuse unsafe work, or participate in workplace safety committees.

Establishes civil penalties of $50-$200 per day for failure to adopt a plan and $1,000-$20,000 per violation for non-compliance, with repeat violations subject to increased penalties.

Allows employees to bring civil actions for violations creating substantial risk of serious physical harm, with 30-day notice requirement and 6-month statute of limitations, and requires only supervisory employees to oversee compliance.
