Expands victim compensation eligibility under New York Executive Law to include victims of unlawful dissemination or publication of intimate images and dissemination of unlawful surveillance images (second and first degree offenses).

Victims of these unlawful surveillance crimes who have not been physically injured may receive awards for loss of earning or support, property repair or replacement costs, security devices, shelter services, court appearance transportation, counseling for mental or emotional stress, crime scene cleanup, relocation expenses, and job training.

Defines "necessary court appearances" to include all trial proceedings from arraignment through sentencing, pre and post-trial hearings, and grand jury hearings.

Takes effect 180 days after becoming law and applies to all claims filed on or after the effective date.
