Amends Social Services Law Section 208 to define "closed period of eligibility" as a determination by Social Security Administration that a person was previously eligible for supplemental security income benefits in the past but is no longer eligible at the time of determination or notification to the Office of Temporary and Disability Assistance

Updates outdated references in Section 208 by replacing "secretary of the federal department of health, education and welfare" with "commissioner of social security" throughout the statute

Modifies the definition of "eligible individual" in Section 208 to include persons who "or was" eligible to receive additional state payments, expanding the retroactive scope of eligibility

Amends Section 209 to deem persons who have been awarded supplemental security income benefits for a closed period of eligibility as meeting eligibility criteria for state supplemental payments

Takes effect immediately upon enactment
