Proposes constitutional amendment to Article 14, Section 1 to authorize the state to convey approximately 6 acres of forest preserve land including Debar Pond Lodge and associated buildings in the Town of Duane, Franklin County to Debar Pond Institute, Inc., a not-for-profit corporation.

Requires Debar Pond Institute, Inc. to convey to the state at least 400 acres of land located within the Adirondack Park in exchange for the state land and buildings.

Conditions the land exchange on legislative determination that the 400 acres received by the state are equal in value to the conveyed lands and buildings, and that the natural and historic character be secured by a conservation easement held by the state.

Grants Debar Pond Institute, Inc. rights to ingress and egress on the road from County Route 26 to Debar Pond Lodge, use and maintenance of existing utility lines, and water rights from Debar Pond for water supply and fire suppression.

Requires the amendment to be referred to the first regular legislative session after the next general election and published for 3 months prior to that election.
