Removes prohibition on designating businesses licensed to sell alcoholic beverages as polling places for voter registration and voting.

Prohibits public school buildings from being designated as early voting polling locations, while allowing their use for regular polling places.

Changes requirement that tax-exempt buildings or entities receiving over $1 million in annual state grant funding be used "whenever possible" as polling places to "shall be used" unless the owner demonstrates significant incompatibility with the entity's primary function.

Requires boards of elections to designate public buildings as polling places to the extent practicable when additional polling places are needed.
