Removes restrictions on work release program eligibility for inmates convicted of certain violent crimes, sex offenses, and drug offenses, allowing broader participation based solely on parole eligibility within two years.

Expands eligibility for inmates convicted of homicide or assault offenses against family members who experienced abuse from the victim from two years to four years before parole eligibility.

Maintains exclusions from work release for inmates convicted of specific serious offenses including aggravated murder, rape, sexual abuse, sex trafficking, terrorism offenses, and related attempts or conspiracies.

Removes the requirement that otherwise eligible inmates receive written commissioner approval before participating in temporary release programs for crimes involving serious physical injury or use of deadly weapons.

Requires consideration of additional merit time and good behavior allowances when calculating parole eligibility dates for determining temporary release and treatment program placement.
