Creates a temporary state commission of 14 members to study and make recommendations on causes and consequences of violence in state correctional facilities, with particular emphasis on changes in violence levels.

Commission membership includes the DOCCS commissioner (chair), mental health commissioner, three correctional union representatives, John Jay College president, Correctional Association of New York executive director, Prisoner's Legal Services executive director, and six members appointed by the governor, senate president, and assembly speaker.

Commission members receive no compensation but are reimbursed for actual and necessary expenses, and have unrestricted access to all state correctional facilities and unredacted documents subject to confidentiality restrictions.

Commission shall publish final report with findings and recommendations to the governor, legislature, and relevant committee chairs no later than two years after the act takes effect.

Act takes effect immediately and expires two years after enactment.
