Allows qualified veterans to request and receive unpaid leave of absence from employers on Veterans Day (November 11th), unless the employer determines the absence would create undue hardship on business operations.

Requires employers to have received written documentation identifying the employee as a veteran on or before October 15th of the same year the leave is requested.

Defines "veteran" as an honorably discharged member of the U.S. armed forces who is a U.S. citizen or lawfully admitted permanent resident and a New York state resident at time of application.

Permits leave to be taken as unpaid excused leave for employees subject to federal overtime provisions, or allows the employee to charge it against other accrued leave entitlements.

Does not apply to individuals covered by section 63 of the Public Officers Law and does not diminish rights under collective bargaining agreements.
