Amends Social Services Law section 410 to prohibit public welfare officials from limiting authorized child care services strictly based on parents' work, training, or educational schedules or hours spent in those activities.

Replaces references to "department" with "office of children and family services" throughout the relevant sections for technical clarity.

Maintains existing requirements that child care need be determined under established criteria and that such care be in the best interest of the child and parent.

Preserves requirement that families able to pay part or all child care costs must pay reasonable fees based on their ability.

Takes effect 90 days after becoming law, with authority for regulatory changes to be completed by the effective date.
