Amends Executive Law Section 562 to require the Justice Center to provide licensed facilities summaries of final substantiated reports of category two conduct for current employees or volunteers.

Removes the requirement that "all relevant hearings and appeals have been exhausted" as a condition for providing summaries to prospective employees or volunteers.

Establishes that a "final finding of category two conduct" means a finding for which all relevant hearings and appeals have been exhausted and the finding has not been sealed under Social Services Law Section 493.

Requires the Justice Center to provide summaries to facilities when category two conduct occurred at another facility or provider agency, and to provide the summary to the employee or volunteer if not previously provided.

Takes effect 180 days after becoming law.
