Amends the mental hygiene law to explicitly include firefighters and emergency medical services personnel in crisis intervention team training programs within crisis stabilization center catchment areas.

Requires commissioners to arrange training that may include crisis intervention team training, mental health first aid, implicit bias training, and naloxone training for law enforcement, first responders, and other appropriate entities.

Permits training to be delivered in electronic format or other formats as determined by the commissioners.

Allows commissioners to contract with outside organizations that possess knowledge and expertise in providing the required training.

Takes effect on the same date as section 3 of part AA of chapter 57 of the laws of 2021.
