Requires the commissioner of the office for people with developmental disabilities to include data on the number of individuals and average Medicaid eligible expenditure levels per service recipient, categorized by three age groups: birth to 20 years, 21 to 64 years, and 65+ years.

Mandates inclusion of service recipient data by race or ethnicity by age range, primary language spoken, and residence type subcategorized by age, race or ethnicity, and primary language in the statewide comprehensive plan.

Applies these data requirements to the extent practicable to the portion of the statewide comprehensive plan for services to persons with developmental disabilities.

Takes effect on the thirtieth day after becoming law.
