Requires the New York Department of Health to install surveillance cameras with sound capability in public common areas of residential facilities, community residences, and residential/day schools serving individuals with developmental disabilities that are certified, funded, operated, or licensed by the Office for People with Developmental Disabilities.

Defines "public common areas" to include common living areas, dining areas, hallways, classrooms, lobbies, and time-out rooms, but excludes public restrooms.

Imposes fines of up to $1,000 per day on providers that fail to comply with the surveillance camera installation requirements.

Takes effect one year after becoming law, with authority granted to adopt necessary rules and regulations immediately upon enactment.
