Amends the Public Authorities Law to prohibit viable agricultural land from being designated as suitable for development of build-ready sites.

Requires the authority to give priority to previously developed sites, including brownfields, landfills, and abandoned commercial or industrial sites when identifying build-ready site locations.

Explicitly excludes viable agricultural land from being considered "otherwise underutilized" for purposes of build-ready site development.

Takes effect immediately and is deemed effective retroactively to April 3, 2020.
