Establishes a new Catskill park coordinator position within the Department of Environmental Conservation to assist the commissioner in developing and implementing the public access plan for the Catskill park.

Requires the coordinator to build partnerships between the department, state agencies, municipal governments, businesses, and nonprofit entities to develop a community-based tourism strategy for the forest preserve.

Assigns duties including coordinating implementation of park-wide plans, enhancing public responsiveness, facilitating communication between department regions three and four, seeking funding for plan implementation, and maintaining tracking systems for department activities in the Catskill region.

Compensation for the position shall be determined by the commissioner within amounts appropriated for this purpose.

Takes effect on April 1 following enactment into law.
