Allows counties to submit one consolidated application for matching funds for each approved shared services plan, with flexibility in choosing either a January-December or July-June fiscal year period.

Expands the definition of eligible actions to include new shared services initiatives not previously included in approved plans, with savings calculated during either calendar year or fiscal year periods depending on plan implementation.

Repeals subdivision 11 of section 239-bb relating to prior shared services provisions, effective immediately upon enactment.
