Permits political party caucuses, meetings, and conventions held in 2021 to be conducted entirely or partially by video conference at the discretion of the chairperson, with required notice including access instructions.

Allows proxy voting at party caucuses, meetings, and conventions in 2021, permitting eligible members or delegates to hold up to ten proxies or a number equal to their assembly district's members or delegates, whichever is less.

Establishes proxy statement requirements that may follow party committee rules, past practices, or a specified statutory form authorizing a named proxy holder to vote on behalf of the grantor.

Permits delegates to judicial conventions to give their proxy to any delegate or alternate delegate in the same judicial district.

Expires and is deemed repealed December 31, 2021.
