Authorizes Niagara County to transfer approximately 58.23 acres of county parkland to the Town of Lockport for park and recreational purposes, with terms to be mutually agreed upon.

Requires the Town of Lockport to maintain public access to the parkland for all Niagara County residents and prohibits charging higher fees to non-resident county residents.

Directs revenues from the transfer to be used for capital improvements to existing park or recreational facilities or acquisition of additional park and recreational facilities.

Establishes that the parkland reverts to Niagara County if it ceases to be used for park and recreational purposes, and requires the town to maintain and operate the land and structures for park purposes.

Mandates compliance with federal requirements regarding parkland alienation or conversion if the county received federal funding for the parkland's purchase, maintenance, or improvement.
