Division of Veterans' Affairs provides grant assistance up to $7,500 for purchase and training of service dogs for post-traumatic stress disorder and/or traumatic brain injury from qualifying organizations, or up to $5,000 from professional trainers or owner-trainers.

Monthly maintenance grants of at least $50 provided for service dogs and at least $35 for emotional support dogs as long as eligible veteran possesses the dog.

Emotional support dog purchase and training grants capped at $500 with ongoing monthly assistance of at least $35.

Eligibility requires: New York resident veteran status with honorable discharge, licensed diagnosis of post-traumatic stress disorder or traumatic brain injury causing disability, written certification from licensed physician or mental health professional that dog would benefit the veteran, and annual income of $50,000 or less.

Act takes effect 180 days after enactment, with immediate authorization for implementing rules and regulations.
