Authorizes State University and City University trustees to negotiate annual increases to dollar limits with the state comptroller and establishes guidelines requiring competitive bidding practices and lowest available pricing.

Repeals competing provisions in Education Law regarding City University contracting authority and establishes new contracting framework requiring comptroller approval for contracts exceeding established thresholds.
