Changes election law terminology from "sexes" to "gender" and "sex" to "gender marker" throughout party position rules for state committees, county committees, assembly district leaders, and national convention delegates.

Requires state and county committees to establish rules allowing individuals who do not exclusively identify as a binary gender to run for party positions while respecting individuals' gender identity.

Modifies Section 5-504 to change voter registration records from listing "sex" to "gender" as required information maintained by boards of elections.

Directs the board of elections to promulgate rules allowing non-binary individuals to run in gendered contests with options to self-identify as "M", "F", or "X" while requiring candidates to run in a single race and maintaining gender diversity requirements.

Takes effect immediately upon enactment.
