Requires cities, towns, and villages to obtain either proof of workers' compensation insurance and disability benefits coverage or an affidavit that the permit applicant has not engaged employees before issuing a building permit.

Permits municipalities in counties with a population of 1.2 million or more to establish a "self-certification program" allowing building permits to be issued based on certification by a licensed architect or professional engineer that work meets the Uniform Fire Prevention and Building Code, excluding fire service features and life safety systems.

Requires applications with professional certifications to be deemed approved within 45 days unless denied, with denials requiring written explanations citing applicable laws or regulations.

Mandates random audits of certified applications for compliance and prohibits municipalities from reducing or eliminating positions of employees involved in the building permit process while the program is in effect.

Allows referral of wrongful or negligent certifications by licensed professionals to the State Education Department Office of Professions for potential professional misconduct proceedings.

Expires and is repealed on October 1, 2024.
