Extends Nassau County's authority to lease Lots 1, 2, 7, and 8 at Silver Point, Atlantic Beach in Hempstead beyond the original twenty-year initial lease period and ten-year renewal period.

Authorizes an additional twenty-year lease period for fair market value on terms deemed reasonable by the county governing body, recognizing any existing lease or permit in effect through January 1, 2021.

Requires leased lands to remain on municipal and school district assessment rolls and be subject to real estate taxes and assessments like privately owned property, with tenant or permitee occupancy rights conditioned on full tax payment.

Directs all revenue from these leases or permits into a dedicated account for acquisition of additional parklands, capital improvements to existing parks, or financing of park improvements.

Provides that leases or permits automatically terminate and possession reverts to Nassau County if the lessee or permitee fails to use the lands for public recreational purposes.
