Creates Article 16 of Parks, Recreation and Historic Preservation Law establishing reporting requirements for municipal parkland alienation (sale, lease, discontinuation, or use change).

Requires municipalities receiving alienation authorization through state legislation to submit a report to the office by December 31 of the following calendar year, signed by the chief executive officer, detailing the status and compliance with conditions.

Municipalities must attest compliance with all alienation legislation conditions, including dedication of replacement parkland or funding for parkland acquisition and capital improvements, or provide interim reports explaining non-compliance.

Municipalities failing to meet alienation conditions by December 31 of the third calendar year following legislation enactment are subject to enforcement action by the attorney general for injunctive relief.

Takes effect January 1 following enactment, with authority for implementing rules and regulations to take effect immediately.
