Amends the definition of "covered services" under the independent livery driver benefit fund to include all dispatches from a livery base to a livery, regardless of pick-up or discharge location.

Requires all independent livery bases to be members of the independent livery driver benefit fund in order to dispatch services.

Prohibits local taxi and limousine commissions from allowing any base or other entity to dispatch to a livery unless that entity first becomes a fund member.

Maintains existing provisions that revoked livery bases must cease membership within thirty days and are not entitled to return deposited funds.

Takes effect immediately upon enactment.
