Amends Mental Hygiene Law Section 43.02 to establish reimbursement methodologies for residential habilitation services provided in supervised community residences.

Defines "retainer days" (medical leave days), "service days" (days when services are actively provided), "therapy days" (family visits or vacations), "vacancy days" (unfilled beds), and "occupancy adjustment" (rate adjustment for vacancies).

Limits retainer day reimbursement to 100% of daily rate with a maximum of 14 days per rate year multiplied by certified capacity.

Caps therapy day reimbursement at 100% of daily rate with a maximum of 96 days per rate year per person.

Provides an occupancy adjustment to the operating component of rates for vacancy days beginning July 1, 2019, calculated as the lower of the provider's actual occupancy percentage or 5%, recalculated annually based on the previous 12 months of experience.
