Establishes a competitive program requiring the Public Service Commission to promote private sector investment in a minimum of one gigawatt of installed capacity of zero emissions energy systems by 2030.

Defines "zero emissions energy systems" as technologies other than renewables that generate electricity or thermal energy without net increase in greenhouse gas emissions.

Requires the commission to establish and implement the program within two years of the law's effective date, with systems commencing commercial operation by 2030.

Authorizes the commission to temporarily modify program obligations if it impedes safe electric service, impairs agreements, or significantly increases service arrears or disconnections.

Mandates comprehensive reviews by the commission no later than three years after enactment and every two years thereafter to assess progress toward zero emissions energy system deployment targets.
