Modifies the competitive tier 2 renewable energy program to set the maximum bid price at 75% of NYSERDA's tier 1 renewable energy credit price, replacing the confidential price cap that resulted in minimal awards in the May 2021 solicitation.

Eliminates the $200 million cost cap on total program expenditures, allowing costs to be determined by the volume of accepted offers and prices up to the maximum bid price.

Extends the competitive tier 2 program through 2030 to align with New York's Climate Leadership and Community Protection Act targets, replacing the original expiration date of 2025.

Sets annual procurement targets for tier 2 renewable energy credits at one-half the quantity of renewable energy generation serving total electric load in New York state, excluding power authority facilities and those already under contract with NYSERDA.

Requires the public service commission and NYSERDA to implement these modifications within 30 days of the act's effective date to retain existing large-scale renewable energy resources and prevent them from exporting to neighboring states.
