Amends Social Services Law Section 131-a to include home internet service as an allowable item in public assistance grants for needy persons and families.

Requires social services officials to provide public assistance for home internet service payments in accordance with departmental regulations and standards of need.

Adds home internet service to the list of items for which additional amounts beyond standard allowances may be included, alongside shelter, fuel for heating, and meal costs.

Takes effect ninety days after becoming law, with authorization for the Department of Social Services to adopt necessary rules and regulations prior to the effective date.
